Web Service Method: Create a Project Using PPAR

Creates a new project from a .PPAR file.

Parameter	Type	Required	Description
`file`	MultipartFile	true	A Graph Modeling archive (.ppar) file as generated by an export.
`projectIdentifier`	String	false	URI of the new project from which other URIs will be derived. For example, a concept scheme URI derived from the example request could be: `https://example.semantic-web.at/mercury/Space`. This change will not affect URIs already present in the PPAR project; these will stay the same as in the original file.
`title`	String	false	Project title
`userGroups`	Array of String	false	User groups
`uuid`	String	false	ID of the project. If a UUID is provided, universal uniqueness must be guaranteed by the user. If no UUID is provided, a new UUID will be automatically generated. The ID of the original project is not automatically reused.
