Web Service Method: Check whether UnifiedViews is Fully Started Up

Description
Asks whether the UnifiedViews application running in the Kubernetes container is fully started up. The call returns a status value of either "UP" or "DOWN". This method works for all applications.

Response

JSON formatted response message and an HTTP status of 200 for success and 503 for failure.
